To get the most use out of this build, I'd recommend 10 levels in Scaled Fist, 1 level in Sorcerer and 9 levels in Dragon Disciple. Eldritch Scion is probably better than Bard but lots of things work well enough if you start with a good stat array. As vader has said, DD beyond level 4 is pretty wasteful - in PnP the only reason to go beyond 4 is for the Wings, since flight has many creative uses in PnP. With enlarge person and power attack he has over +20 to damage for me now, with sneak attack + a feat for more sneak attack he's throwing 8d6 every attack, and that's before touch spells. Guess it's kind of a toss up between Flurry of Blows/attack bonus and larger dragon form/times per day. So if you want to make them a martial specialist, it seems like they would be a good fit.
