My concerns with this race would be as follows: 1/2 of a cha modifier added to AC for a race that has a +2 to cha and will likely start with a cha of 20, then add items to boost charisma will essentially mean armor that is comparable to plate armor that will stack with simple spells like mage armor and common AC items like amulets of natural armor. Harmonious melody doesn't give a boost to the characters base charisma mod, but to the charisma checks to do spells and abillities and also unearthly grace.
